Orders and Exemptions

JOSEPHUS DELACORE LEWIS AND
ERIC SONEGO

WHEREAS:

(A) A hearing (“Hearing”) was held by The Manitoba Securities Commission (“Commission”) on December 11, 2006 and December 15, 2006 pursuant to a Notice of Hearing and Statement of Allegations of Staff, both dated February 24, 2006, to consider, inter alia:

1. Whether or not it is in the public interest to order, pursuant to subsection 19(5) of The Securities Act (the "Act"), that:

(a) subsections 19(1) and 19(3) of the Act do not apply to Josephus Delacore Lewis (“Lewis”) and Eric Sonego (“Sonego”) with respect to such of the trades referred to in those sections; and

(b) subsection 19(2) of the Act does not apply to Lewis and Sonego with respect to such of the securities referred to in that section;

2. Whether or not it is in the public interest to order Lewis and Sonego pay an administrative penalty pursuant to section 148.1 of the Act.

3. Whether or not it in the public interest to order that Lewis and Sonego pay costs of and incidental to the Hearing.

(B) After reading the Notice of Hearing and Statement of Allegations of Staff and noting service having been effected upon Lewis and Sonego, both having failed to appear at the Hearing, and upon reviewing the evidence and submissions of Staff, in the opinion of the Commission it is in the public interest to make this order.

IT IS ORDERED:

1. THAT, pursuant to subsection 19(5) of the Act:

(a) subsection 19(1) of the Act does not, with respect to such of the trades referred to in that subsection, apply to Lewis and Sonego; and

(b) Subsection 19(2) of the Act does not, with respect to such securities referred to in that subsection, apply to Lewis and Sonego.

2. THAT pursuant to section 148.1 of the Act:

(a) Lewis pay an administrative penalty of $100,000.00;

(b) Sonego pay an administrative penalty of $20,000.00;

3. THAT Lewis pay costs in the amount of $25,000.00 and Sonego pay costs in the amount of $5,000.00.
