BY REASON OF THE FOLLOWING ALLEGATIONS:

1. The Commission issued Order No. 4054 dated February 19, 2003 pursuant to sections 148 and 19(5) of the Act ("Order") ordering that securities of Synergy Alliance be cease traded forthwith and that Tanner, Knee, Davis, Blerot, and Stewart be denied the exemptions under the Act forthwith;

4. Information has been received by staff of the Commission whereby Synergy Alliance, Tanner, Knee, Davis, Blerot and Stewart have been and may continue to be promoting the trading of securities in a Synergy Alliance company through an investment proposal whereby the investor provides funds to a Synergy Alliance company and receives shares in return and, furthermore, whereby the Synergy Alliance company in turn provides funding to a project, which upon completion results in funds back to the Synergy Alliance company, with which the Synergy Alliance company then repurchases the shares from the investor at a buy back amount, resulting in a return to the investor of 3:1 or more depending upon the amount initially invested;

5. Commission staff are in the process of continuing to gather further evidence related to this matter, which evidence may not be obtained by March 5th, 2003.

AND FURTHER TAKE NOTICE that a person or company attending or submitting evidence at the Hearing may be represented by counsel of its choice.

AND FURTHER TAKE NOTICE that any party to the proceedings may, at the Hearing, call witnesses and submit such evidence relevant to the Hearing as it may wish and, for that purpose, it may obtain from the Director of the Commission at Room 1130 - 405 Broadway, Winnipeg, Manitoba, a form or forms of summons to compel the attendance of witnesses.
